In a meeting on Oct. 8 with Colombia’s ambassador to Washington, Biden administration officials confirmed that the U.S. government helped facilitate the acquisition of Pegasus to use in Colombia. According to the ambassador’s statements to the press following the meeting, $11 million in cash from the U.S. government was used to purchase the software to target drug cartel leaders in Colombia in 2021 and 2022.

The Biden administration “assured us that the software was never given to the Colombian authorities,” the ambassador said. Rather, it was the Colombian authorities that decided who the “targets of the interceptions” would be, with additional “supervision by North American authorities” to purportedly ensure they were directed at leaders of drug-trafficking groups.

The timeline of the purchase and use of Pegasus overlaps with a particularly turbulent time in Colombia. A social movement had begun protesting against Duque, while in the countryside, Colombia’s security forces were killing or arresting major guerrilla and cartel leaders. At the time, Petro, the first left-wing president in the country’s recent history, was campaigning for the presidency.

A product of the Israeli tech firm NSO Group, Pegasus is a nearly undetectable hacking program capable of monitoring phone calls, messages, and microphone and camera activity, as well as a user’s location.

The House of Representatives on Thursday passed the Stop Terror-Financing and Tax Penalties on American Hostages Act in a 219-184 vote largely along party lines, with 15 Democrats joining the Republican majority.

Republicans were quick to highlight what they described as flip-flopping by Democrats who previously supported the bill, chalking the change up to “Trump Derangement Syndrome.”

Despite a majority of Democrats coming out against it in last week’s vote, the bill still received the support of 52 Democrats on November 12. On Thursday, that number dwindled to 15, as Democrats flipped in opposition, including Reps. Angie Craig, D-Minn., and Gabe Vasquez, D-N.M., both of whom cited Trump’s increasingly unhinged cabinet selections in their statements prior to the vote.

“I strongly oppose any actions that support foreign terrorist organizations,” Craig said Wednesday on X. “However, over the past several days as the president-elect has rolled out his cabinet nominees, I’ve become increasingly concerned that H.R. 9495 would be used inappropriately by the incoming Administration.”

According to court records, Ipaye worked with others who infiltrated the email system of a Vermont business to receive emails intended for the company’s president and to send emails masquerading as from the company’s president. This ruse allowed Ipaye’s confederates to misdirect $450,000 intended for the Vermont business to a bank account that Ipaye and his conspirators had established for receiving crime proceeds. Fortunately, fast action by the Vermont business and law enforcement enabled complete recovery of the $450,000.
