On Mastodon yes, it is also compatible with a few other software like Akkoma. Your followers will get a notification that you moved and will automatically follow the new account. Works very seamlessly in my experience.
A system that can not deal with a bit of dirt is going to be way to sensitive to outside disruptions to be very useful.
Maybe start a group to help out the elderly with home repair or gardening stuff? By itself it is probably not going to be hugely influential, but it could be a stepping stone for a more general mutual aid group.
While it is certainly worse in some countries, the bigger factor is who you are. Migrants and other minorities, or people with mental health issues are pretty much universally abused by police no matter where.

Movim actually predates the creation of ActivityPub (and its precursor protocols) and back then XMPP was the popular choice, even Twitter experimented with running their service on an XMPP backend. But despite its age, Movim has kept up with the times quite well (as did XMPP in general).
