He was on leave. Can you imagine being caught with 20 Xanax pills, never mind crashing the company car, just being caught with the pills, at any other job and just being put on leave?

If it didn't happen at work and it was a first time offense, I could see a company putting him on a leave of absence pending completing rehab or something similar. A lot of companies have started viewing drug abuse as a health issue and will work with their employees a little bit. I don't think they generally give many chances though

They won't, and if he was, say, abusing stimulants, his coworkers probably worried, yeah, but "reporting would mean the end of his career" so they just cover for the abuser until something like this happens. And then pretend they never noticed anything and act shocked and make promises as to how it'll never happen again, while doing literally nothing about the problem.

That your police system is inept to self-reflect and that there are no real external control factors to curb this kind of behavior is one big chunk of the American police problem.

You will need a change of the whole police system in the US and bring it up to (civilized) world standards. For that, You'll need the right politicians. Voting for better ones on local level could be a start.
