It's a perfectly reasonable thing to say if your campaign and ideology hinges on you rooting out the corruption in government. It's a way of capturing the idea of the corruption that you want to fix.

Like all Republican messages in the last 60 years or so, it's bullshit, but there's nothing ironic about it.

Also, when the hell does anyone from the government show up to say that? If I need them to help me, I contact them. If they're contacting me, it's because they're helping someone else (employees, crime victims, the public).

Yep. English is a very hard language (and I say this as a native speaker who, caring about proper grammar, still struggles with it).
