On one hand, yes, two riders can be in-line -- but by that logic, all long-tail cargo bikes could be "tandems" and that just doesn't feel right.

I'd say it's not really a tandem unless the stoker can stoke (i.e., it's got a second functioning crank).

It’s the second rider that makes it a tandem bike though, not a third wheel.
