Yeah, this seems more for stuff like jackets, spare clothes, gear, etc.

If you were going to carry water I figure you'd be better off strapping it to a cage/shelf.

According to the article it's faster/instant engagement. but I've been riding for over 30 years and I can't say the standard has never bothered me.
