Yes it can happen. Two cases I know of are Polish films during the communist era and Iranian films after the Islamic revolution. Because censorship restricted some popular themes it caused filmmakers to come up with something more creative to both get past censors and still be interesting/entertaining.

You mean Iran had more censorship after the end of the dictatorship? That seems unlikely.
