You can start as soon as the pipes ore built which is around 15 mins or less but for the network to be quicker it can take a few hours as you say.

When you load up I2p it has a directory of places you can go off the bat. Then there are some search engines aswell for you to use.
It's not exactly a win but its a slight improvment. Maybe. Kind of. I think
Alibaba were fined for releasing a security fix instead of telling the gov first. I think if anything the commits coming from there should be dropped
Most science is paid for by corps like Amazon. If the dataset is good use it for something good.
