Yep. Basically the approach of last resort due to their high cost.
Honestly it's not the worst idea in a country surrounded by the sea, baked by the sun, and where most of the population is concentrated on the coasts. Just build shitloads of solar farms and power it that way. Probably better than sucking some deep aquifers dry.

I'm surprised we aren't really reusing greywater for watering parks, cleaning streets, public (decorative) fountains, etc. Seems like a waste.
