Barricade the major roads to Lavaca Bay specifically to oil tanker traffic at points 1.5 miles away from the terminal.

I mean, they aren't going to really care about how little the 1 mile rule is based in fact, it's all about getting shielded from scrutiny.

Cops will do what they've done in the past and just round everybody up

Federal charges in that case were dropped but the draconian state law is still largely untested
