Trains have limited maneuverability, especially if the fire jumps ahead. At least in a car, you can choose to turn off onto a different route.

Busses have the advantages of cars in this situation with the ability to move far more people. People from rural areas would need to reach the main arterial roads anyways by car, which is where public transit networks operate.
