Why would an automated system have a limit on how much content it could catch? That seems like the very kind of activity it would be designed to block since it does not at all resemble human behavior.

It's not a limit on how much it can catch, it's a limit on how fast it can process it.

Can't you simply ban the IP address of the offending bot and limit the number of comments a person can generate in let's say 1 minute to some sane amount

From the discussions with the admins, an IP ban sounds possible, but with a VPN they can just change their IP at will, so it's less effective than you might think.

As far as content throttling, that I'm not sure of. Definitely not at the mod level.

I saw that guy in another thread just spamming a Simpsons/George Floyd meme with incomprehensible text in all caps. It's a shame you didn't get to see such a loser!
