The scores are probably relative to the rest of the state. Do you remember the smartest man alive in Idiocracy? Similar conditions to that..

For real though... There are usually tech clusters around fiber connections into the U.S. so that is likely a major contributor. (I have been to Akamai's NOC/SOC in Miami, actually.)

Seattle Metro I could see... Microsoft, Nintendo, Boeing, Amazon, lots of smart people there.
