Generally, you can't just park anywhere. You can get away with stopping to the side temporarily (e.g. picking up someone), but if the MMDA is around, they would clamp your car.
Either the establishment you're staying at has parking slots or you find a place nearby to park.
I guess there's no harm in it, especially when there are some local innovations/breakthroughs or Filipinos involved in space exploration that don't get enough credit.
I thought Byrne was going to talk about her in a negative light but it looks to be in reverence. Admittedly, the story does seem funny/ridiculous when viewed from an outsider perspective.

There's a good movie about them called Lords of Chaos. Dead has a small but central role in it that's well-portrayed by Val Kilmer's son.
