It is meant to be a final check and balance on the courts by the populace to prevent tyrannical abuse of power. Say locking up political opposition, as an example.

Flat Panel TV were always meant to use with a sound system. It is only meant to display video. The belief has always been they are for higher end viewing. And it's impossible to get good sound out of a audio in a chassis that thin, that is why sound bars exist. Ask anyone who knows home theaters and they will tell you more than 50% of the experience is the audio. You're better off spending money on a good audio system and even going with a smaller screen if dealing with budget constraints for the best experience. They make them as thin as possible because people want that.

The rest of the studies I have found say that drug-testing is simply ineffective and bad for morale.
OSHA and Workers Comp require a test to be done if it's a workplace accident.
Thanks Reagan. Fun fact, in the mid 80's Reagan's administration did a big study to show how effective drug testing in the workplace was, and how much it raised productivity. When they got the results back, it found productivity had dropped, and workplace safety hadn't changed. The results said the program was a complete failure. They tried to bury the report and not release it. Rolling Stone magazine sued the government to get a copy, since it was made with public money, and won. They were the only media outlet to publish the results.
