I'm too lazy to look up the numbers, but I think the premise of this argument is rather weak.
Money spend on social welfare, vastly improves poor people's lives. When you spend it on corporate welfare, the money tends to go into the pockets of people who are already pretty comfortable.
This is a simplification of a multifaceted issue, but by and large I think this holds a lot more water than just comparing numbers.
Also: There was a pandemic in the time period given, so there might be some selection bias.

HDPE can be recycled (as many thermoplastics can) but once it's in a matrix of other stuff (say calcium) it get's really difficult to do so. Also HDPE is not biodegradable. It can break up into microplastic, but I wouldn't call that exactly enviromentally friendly. Maybe if there are some added enzymes or something…
But you can just use unbleached, recycled paper. Paper is easy to recycle, doen't require a lot of chemicals (unless you bleach it) and is already one of the most recycled resources.
Killing birds with giant fans actually requires a lot of luck because it is so ineffective.
Cars or fossil fuel power plants are much better suited for this purpose.
