LA citizens should be ashamed of their government for this slap on the wrist. As I mentioned in another comment, these trees will be permanently damaged and represented decades of investment and thousands of dollars of value to public. Maybe a lawsuit can be a more meaningful punishment but I’m not sure how much of a case there would be.

While the outcome is outrageous, I'm pleased to say that the LA city government is changing for the better in recent years.
For instance, the city's controller (the chief accountant for the city) is an activist named Kenneth Meija. I appreciate that he followed up on this by explaining how the fine structure places a $250 cap on this fine, which clearly needs changed.
We will see how the council responds. The council has undergone some major changes for the better in the last election. Previously, this would never be a council priority, but it might be now.
