In no particular order besides alphabetical (all movies rewatched over a dozen times):
There are many more, but I'm not gonna sit here and try to remember them all.
I gotta go with Primer because it pretty much is necessary to re-watch it multiple times to understand what is going on.
So there's several high caliber films I've seen a bunch, like Pulp Fiction, Memento, etc.. but I think the actual movie I've seen the most times is The Room.
For the uninitiated, The Room is the worst movie of all time. Tommy Wiseau wrote, produced, directed, and starred in this disasterpiece. It's so bad, they made a movie about the book about the making of The Room. It's like watching a train wreck in slow motion for 90 minutes.
I've been responsible for many people's first viewings, which means I've seen it far, far more than I should. I almost got to meet Tommy and Greg (plays Tommy's best friend in film) at a screening but icy ass rain made the trek too dangerous.
I'd say it's a must see for anyone who enjoys film. Every other movie will feel better after comparing it to this flaming bag of garbage. You'll laugh, you'll cry, and you'll say "wtf" at least 7 times.

By choice: Growing up, I watched Strange Brew with my friends uncountable times.
Not by choice: for 10 years I worked slinging tvs in a hifi store. I watched the following movies so many times.
Both Grumpy Old Men movies are watched every single year at least once.
Chronicles of Riddick, King Arthur - Legend of the Sword, Pirates of the Caribbean series, LOTR series.
Mononoke Home / Princess Mononoke
Kid- Clash of the Titans (eighties version)
Cable years - Shawshank Redemption (it is still ALWAYS on)
recent/streaming- Avengers or GotG
Original Clash of the Titans Medusa scared the crap out of me. I may be dating myself...
A Silent Voice, really beautiful movie about bullying and redemption. I watched it a few years ago when I was in a really bad place, and it helped me a lot.
It's a Wonderful Life. Every year on Christmas, and every year I can relate with George just a little bit more. I've even seen a stage version of it love!
"Hot Rod", "Accepted", or "Monty Python and the Holy Grail"
Definitely the Avatar movie, I mean the blue ones not TLA. I watched it when it came out, watched it several times with my family and friends. Lastly I watched it at IMAX, was a fantastic experience. Sadly second movie did not live up to my expectations.
American History X, Pulp Fiction, Heat.. I could go on and on

Probably A Goofy Movie. I had it on VHS and watched it over and over, the themes in it were just exactly what I needed to hear as a tween. It probably fell behind in the count for a while, but now I have Disney plus and rewatch it pretty regularly. And yes, I've seen the Atlanta episode, I had no idea, and it's hilarious.
Lord of The Rings. and I canβt count how many times it was. as a kid I had a weekly routine to watch at least one of the movies. oh dear how I love this trilogy
Beerfest, back to the future 1+2, the big lebowski are some of my repeat picks.
For me it Lord of the Rings and/or Harry Potter. Can't count how often I watched these masterpieces.
Alien, Aliens and Predator. The Big Lebowski and the John Wick films are gaining traction more recently.
These are the movies on the top of my head I've watched more than 20 times.
