Well, PG&E keeps attacking solar and making it more expensive while also raising electricity rates so they’re the highest in the country, dissuading people from electrifying their homes by switching to heat pumps and electric hot water. They also slashed heat pump rebates.

The state is also obsessed with single-family zoning and the sprawling, ugly, overpriced, car dependent urban environment it creates. The public transit is abysmal and the ability to create more is burdened by over-zealous environmental regulation and NIMBYs such that the bill for a new train line costs over $100 billion.
