Iirc all cars over 30 are considered vintage cars in Sweden, we don't have anything equivalent to the "H-Kennzeichen". Not 100% sure how this works with foreign cars though.
Regardless of that, are you sure you are reading the rules correctly? It seems to me that the "Miljözon klass 2" and klass 3 only exist on paper but haven't yet been implemented in any city.

Thanks for the reply! Didnt ser that the Vintage Exception is only for Class 2/3, bit weird though since class 3 is the strictest?

It seems the exception for vintage cars only applies in klass 2. There's no exception for vintage cars in klass 1 because klass 1 doesn't have any limitations for cars, only heavy trucks and buses.

Can't find a countrywide map, but do you need one? Klass 1 is fine for all cars. Klass 2 seems to exist only as a tiny zone in central Stockholm and nowhere else, and your T3 is probably allowed there anyway. Klass 3 would have been a problem for you but doesn't seem to exist anywhere.

It seems to be all cars older than 30 years. As far as i know it is all done automatically based on car age.
