Your mom doesn't know shit despite being gender non-conforming and meaning well. You're not gonna grow out of wanting a fem body. HRT is worthwhile even if you already went through puberty. I would tell her "Hey idiot, you're not a femboy, you're a trans girl, stop denying who you are and transition" and because I know she would say something stupid about how boys can dress cute too, I would let her know that cis boys don't have the urge to dress and look like girls.
