Sadly, I can confirm. I've similar issues with my Galaxy Tab and had with my A7. Since I have a Pixel, I haven't seen such issues on my side anymore.

I had a Pixel 3 and now I have a 4a, they're great devices that age way slower than other phones and they have a lot of support from the community with custom roms like calyx or lineage
Smartphones have been pretty bad for a long time. Bad battery life, only fast and reliable for like the first year etc.
Smartphone apps are hitting the point where resources are abundant enough that developers can be lazy and have inefficient code, thus requiring even more processing power to run multiple inefficient apps.
I don't have this experience with iPhone. I believe it is because Apple makes sure that apps from their app store have a high standard.
I think you'd be better off removing "Samsung budget".
