Some do work in general, but only for select mods, not the ones I want. Will edit the reply. Sorry for the confusion.
Ah okay thanks for clarifying
In the meantime, I also found skymods.ru but it only supports Cities: Skylines, Stellaris and Hearts of Iron IV.
I suppose the short-term solution would be to:

Buy the game on Steam

Download mods
-
Paste them to your pirated game
-
Leave the game running for a little under 2h so that Steam doesn't become suspicious
-
Refund it
However it's kinda inconvienent and you risk Steam refusing your refunds at some point.
There is a site with the same name but different url smods.ru, i've been using it to download mods. There're about 200 games listed in https://catalogue.smods.ru/
