A cheap 2m handheld transceiver / handytalky should reach the repeater. The repeater is probably voice only, no digital.
For HF, you're limited to the 10m band. But with the solar cycle, you can get good distances right now. Look at some YouTube videos about SOTA/POTA for setups that are easy to put up and take down. Look for a local ham swap meet to get used equipment. You could get a 10m AnyTone relatively inexpensive, but you get what you pay for.
