Single pane are pretty outdated. I would guess they are not necessarily common in any one area, but common in poorer areas with older buildings, mobile homes, etc.

Or any areas where the houses are older and don't get updated a lot, which is going to include a lot of lower middle class areas.
I'm in the southeast US and only have single-pane windows on my house. Of course, my house was built in 1990, so it's probably more about the house's age.
