While I don't disagree, all states pretty much engage in terror.

Maybe after the current crisis the tribunal could investigate and monitor the terror of other nations as well. Although, not without some push from electorate

Sure, but all participants of WW2 engaged in terror, yet prosecuting Nazis was ok. This is similar.
Yeah I definitely get that. What I wanted to say was just something along the lines of, "statehood equals terror", so by all means...
Russia is a terrorist state, one with very primitive means of action. But the same can be told about all the world superpowers. You don't get to be a superpower in this crazy world unless you have a little bit of blood on your hands. Sometimes the blood is fresh, in other cases, it's crustier.
