Naming these events is a great idea. I don't think anyone's going to confuse a heat disaster with a hurricane because both are named.
Something in the article that jumped out at me is FEMA won't declare a disaster or provide federal help unless there is enough property damage. Of course it's capitalism again, maybe I shouldn't be surprised. This really needs to change though because these events are going to become more and more common.
