It's a bad idea to take your phone out or point anything at the police if you're in the process of being arrested by the police. If you keep reading, collecting evidence is basically what she advises unarrested onlookers to do.

note precisely what time it is, where the arrest is taking place, and the officer’s badge number and physical description. Find witnesses and gather their contact information.
