Well this policy clearly invites bad faith actors and people who get paid money for managing it, don't seem to give any fucks about managing the threat.
You'd be really surprised how much of the modern world hangs only in the capability of people to not be assholes.

In the case of this kid, he made threats about bombs placed in various locations, threatened to commit mass shootings, or stated that a teacher or students had been shot, according to local authorities.
He was in Virginia, swatted schools in Florida.
