The market is incentivized to earn money at all costs that's why we have a government with no profit motive to regulate them. Unfortunately national thinks the government is a business and should be run as such.

Yesn't. They might each be bad people but the market is a system that attracts bad people. We need a system that holds them in check.
IMHO we just need to regulate the market to make it less attractive than interesting in productive investments.
Labor tried it with disallowing interest expenses.
Land Value Tax solves the problem.
