Not sure how to interpret this. In Poland you can watch Euro in an app, so this should count towards increased traffic. Although during both Poland's games so far, servers couldn't handle the traffic and went down. What does the 12% mean in that case?

Pirated IPTV traffic and AceStream of the same match? Alternative steams from providers other than TVP? Maybe Poles like watch the match at home while westerners at the pubs and restaurants?
Not sure if I understand what you mean - TVP app and websites also count towards Internet traffic. Pubs and restaurants were full for the games but they too often used TVP app or website.
Could be that these countries are hosting pirated streams of the natches, so there would be more traffic coming in from other countries too
