One of my only 2 referneces has decided he no longer wants to be one. I asked why and he said "he doesn't have time".

I feel like there should totally be a group of people who band together to act as each others reference when they don't otherwise have anybody. Mutual aid and all that.

Fiverr? Do they do that?

It depends on giving out your names and possibly details tho, and the referring person answering unknown numbers.
