What's with all of the empty communities being created? (programming.dev)

Recently, every time I click on a "Trending Communities" link there's an entirely empty community moderated by the @Vacant@programming.dev account.

What's going on?

What's the motivation?

Look for the answer from Ategon, if it's a new community with Vacant moderator, it's most likely a community made by him.
