I don't think you're going to find a quiet vacuum. I wouldn't trust the reviews.

I bought one from Aldi and it has an unnatural ear piercing sound but I'm use to it now. Usually if they are quiet they ain't sucking to well. I'd invest in a carpet sweeper then use the vacuum you already have occasionally.

Oh yeah, I've got a carpet sweeper. It just takes more physical energy to use and I need to suck up fleas

yes, vacuuming is a good way to reduce fleas, make sure you vacuum around the edges/walls, it's not so much to get fleas as to get any eggs

for yourself, use deet
