A thousand bucks, but is 360lbs the (extra) passenger carry weight, or the rider and passenger carry weight? I'm a pretty large American...

360lbs total weight. From the article:

According to the manufacturer, 350 lbs (159 kg) of payload capacity is possible on the Dolphin, 132 lbs (60 kg) of which can be loaded up on the passenger seat.>

Looks like a compromise between a standard bike and a cargo bike.
