I don't think it needs to when they can buy influence with cheap loans from their development bank for the Belt and Road Initiative, especially when they keep forgiving loans that can't be paid back instead of forcing austerity down countries' throats like the World Bank and IMF.

Countries that are pro-China just have a material interest in their relationship with China. Why bother with an influence campaign?
