This is messed up. There used to be an option to skip signing into or creating a Microsoft account. Are you seeing this too? This is not cool of Microsoft.

I keep trying but it keeps asking me to set up an account. eventually it accepts that I set up an account named root, but it won’t let me continue without an account.

You can always chroot into a filesystem.
