Why is "Israel army" in quotes? Is it not the army?

Maybe because it implies the IDF does anything without the blessing of Tel Aviv, sorry, Jerusalem. That, or the headline was crafted in an English-speaking location where quotes mean "exactly so" instead of "hearsay"/"bullshit", or ... the fact that the Israel Defense Force doesn't label itself as The Israel Army.
