Competency.
It's hard to display any competency when your bosses are all hidden changelings interested on your failure.
Duplicitous lies, tricks and deceit are the basis of the Centauri governmental system.
Changelings are just another flavor in their everyday broth. Deception carries little merit in a system built entirely on lies.
