Article behind a paywall so no idea what it actually says, but this issue is mostly due to temporarily non-functional French nuclear reactors.

The issue is actually due to the fact that Europe has not found replacements for the energy that was supplied by Russia. Oh, and in case you were wondering where nuclear fuel comes from https://www.cnbc.com/2022/05/23/russia-dominates-global-nuclear-reactor-and-fuel-supply-chains.html

That article mentions France exactly once and in the context of them having their own capacity and are not dependant on Russia for nuclear fuel (they source it mostly in Canada and Niger). France does get a lot of resources from their colonies in Africa, but that might not be the case for much longer.
