We've seen video of the same scenario so many times. Two police officers and a (typically) a transient or non-white guy. One officer covers the detainee with their service firearm while the other is reporting to dispatch.

Something unrelated happens spooking the armed officer and they shoot the detainee.

The unrelated thing could be anything. A nearby dog bark. A backfiring vehicle. A blown transformer. Lightning.

The detainee is now bleeding out and in shock.

Do the police officers render first aid? No, they discuss right there what their story is as the detainee dies.

Sometimes (not usually) the detainee is alread beyond recovery. But the officers don't check. They're too busy figuring out the what now? and covering their own asses.

This scenario is routine.
