Those are disposable booties you pull over your shoes. Normally they just cover the sole of the shoe, holding on via elastic. Since you should only be interacting with a site physically with the bottom of your shoes, if you wear booties you can discard them instead of your shoes if needed.
Being a nuclear accident site, they apparently opted to go with an "past the ankle and cinched with tape" version.
Interestingly, Carter was in the nuclear Navy, and likely knew as much about the plant operations as anyone else in the shot.
Least popular president of the last 50 years was a literal nuclear engineer, most popular one was an actor who didn't understand that the War Room in Dr. Strangelove was fake and tried to convert Gorbachev to Christianity.
