Because carbon is still externalized. It makes financial sense to invest in dirty industry etc because the margins are effectively subsidized. If carbon was taxed appropriately, this would move around. Until then, of course people whose job it is to provide ROI are going to throw money at dirty industry, especially in the developing world.
