That's true, you can't always trust a snapshot. But watching the video removes all doubt what he's doing.
And you don't even have to rewind the video to see it again, he does it twice.
In case you still have any doubts, he hasn't commented on the fact entire world has seen him do a nazi gesture. Multible times. At a political rally. For the right wingers. Honestly all the people saying it wasn't a nazi salute are disagreeing with musk apparently.
