I'm guessing this is some kind of tech literacy barrier, because I'm certain the overwhelming majority of people in Australia have more than enough mobile data available to use their phone as a hotspot instead of relying on public Wi-Fi. "I'm in a public area and want to use the internet, therefore I should connect to public Wi-Fi" is like decades out of date logic.

I've only ever noticed it with international travel, but haven't done that in a while so things could've changed in that situation as well.
