This is just like when they announced their brand new OS which was pretty much just Android with a Huawei sticker slapped on isn't it?
Considering that they "block sideloading Android apps", then I so believe it's yet another AOSP fork that blocks apps from the Play Store to be installed
I'm not sure Harmony OS is what you said, but it definitely presents and Android environment as the main way to run applications. Say, Sailfish does that too, but it also has native ones.
