You should read the full article. There is a reason they used "scandal" in the title.

I didn't read anything that, to me, explained the scandal aspect.

All the people talking about it ref3rred to it as a "scandal". Some were describing how the repiblicans treated it like a giant scandal, and others refering to it sarcastically for the nonsense it actually was.

Based on the choices of responses to include, its to add on to a more popular trending word.
