  1. Speak and understand.
  2. Dead languages are not included.
  3. No understanding bad handwriting.
  4. General body language, sure. Specific to people, no.
  5. No codes or ciphers. Slang, euphimisms and subtext are allowed.
  6. I'll allow one animal specie of your choice, as a treat.
  7. Receive immediately. As if you were always multilingual but had forgotten.
  8. Fantasy languages with over a 1000 speakers allowed, to the capability of the 10th percentile.
  9. Alien communication, only if said aliens use sound based languages.
  10. I will not be allowing that loophole.
