Run a mile in the cold? Well I wouldn't know, I hate running.
But I've snowboarded in 4C and couldn't wait to get down to my t-shirt after a few minutes. Hell, even walking for too long in that thing sounds like an awful mistake.
And my tropical ass feels cold in just 18C where I try to find a second layer.
T-shirt weather starts at 23C thank you.

Missing a tilde there, but you're absolutely right.
Sincerely,
Scandinavian and well-upholstered
Tell this to people living up north: Was in GB once for work. There I destroyed my winter jacket. Shopping around for a new jacket I met several guys wearing shorts an t shirts. I was freezing and they walk around casually like it was summer!
>up north
>GB
make up your mind
Sincerely, someone who grew up on the polar circle
Well, living in south Germany every part of GB is up north 😉
