They will crawl up onto the sidewalks to sleep. You find them everywhere near the coast.

I watched as the boats came in with the days catch and the workers gutting the fish. The sea lions were waiting basically between the legs of the workers waiting for some hand-outs. It doesn't seem like the locals see them as a problem.
